First I needed a plan. I
developed the plan using AutoCAD (because that is what I have and am
familiar with). It could be developed using any other cad package
or even drawn free hand on the pattern blank.

The Pattern

Once
I had transferred the design to the blank, I cut it very carefully
using a jig saw. You could also use a scroll saw or a band
saw. I then copied the pattern to 3 other blanks using a 1/4 inch
flush trim bit in my router. I offset two of the patterns.
